Fair public procurement processes
The conditions for government procurement must be changed to better meet the needs of small and medium-sized enterprises (SMEs). The opportunity to win a public procurement contract should be on a level playing field, not on equal terms.
Therefore:
- Rules and guidelines governing procurement must be clear, uniform and apply to all actors
- Requirements that exclude SMEs from submitting tenders are abolished
- Dialogue forms to avoid review are established
Increase the market for our members
Strong and prosperous small and medium-sized enterprises are a prerequisite for a well-functioning and strong total defense. The conditions for small and medium-sized enterprises to be able to do business should therefore be simplified.
Among other things, by:
- Regulations are simplified and clarified
- Promote the possibility for SMEs to submit tenders as a consortium
- Open up for innovation procurement
In addition, we believe that:
- The permit process must be simplified so that the business community can contribute to maintaining a Swedish total defense
- The state's procurement expertise must be improved and a greater understanding of the industry's conditions and operations must be gained.
- Framework contract procurements should be balanced and contain reasonable terms for buyers and sellers over time. This includes, among other things, the possibility of indexation.
