We have now submitted our consultation response to the Defence Export Initiative (SOU 2026:16), together with TechSverige.
It is fundamentally an important and welcome initiative. The ambition to create a more comprehensive, strategic and effective Swedish defence export promotion is absolutely timely – not least in a security policy situation where the need for faster deliveries, a strengthened industrial base and international collaboration is increasing.
At the same time, it becomes clear in our review that the system, in its current design, risks missing parts that are absolutely crucial for future defense capabilities.
In practice, two central perspectives are missing:
• SME – small and medium-sized companies where a large part of both innovation and delivery capacity is located, often as specialized nodes in the value chains
• Digital tech / IT – software, AI, cyber, data and other dual-use technologies that increasingly form the very core of modern defense systems
