In the response, we propose several support measures to avoid disproportionate consequences for the business community.<\/strong><\/p>\n\n\n\n<p>We support the ambition to strengthen the Swedish Armed Forces&#039; personnel supply, but emphasize that the proposed changes could have significant consequences for small and medium-sized enterprises (SMEs). These companies constitute an important part of both the Swedish business community and the total defense supply chains.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Impact on SMEs<\/strong><\/h4>\n\n\n\n<p>In the consultation response, we point out several risks for smaller companies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Staff turnover:<\/strong>&nbsp;When an employee is called up for military service, it can directly affect production, delivery capacity and customer relations.<\/li>\n\n\n\n<li><strong>Key competence:<\/strong>&nbsp;Loss of people with unique skills can have disproportionate consequences in technology-intensive and security-classified areas.<\/li>\n\n\n\n<li><strong>Planning uncertainty:<\/strong>&nbsp;Extended service obligations and remaining conscription can create unpredictability that makes operational planning difficult.<\/li>\n\n\n\n<li><strong>Economic effects:<\/strong>&nbsp;Costs for recruitment, training and lost productivity hit smaller companies with limited margins harder.<\/li>\n\n\n\n<li><strong>Recruitment risk:<\/strong>&nbsp;Companies may become less likely to hire people with military connections, which can lead to indirect discrimination.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Proposal for support measures<\/strong><\/h4>\n\n\n\n<p>We propose several complementary measures to strengthen total defense without disproportionately affecting SMEs:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Financial support<\/strong>&nbsp;\u2013 government compensation grants and tax deductions for temporary worker costs.<\/li>\n\n\n\n<li><strong>Predictability<\/strong>&nbsp;\u2013 a planning calendar from the Armed Forces for temporary personnel.<\/li>\n\n\n\n<li><strong>Legal support<\/strong>&nbsp;\u2013 information packages and clear guidelines for employers as well as stronger legal protection when called up.<\/li>\n\n\n\n<li><strong>Skills supply<\/strong>&nbsp;\u2013 subsidized training efforts for replacement personnel.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Need for analysis and collaboration<\/strong><\/h4>\n\n\n\n<p>SME-D calls on the government to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to carry out a special&nbsp;<strong>impact assessment for SMEs<\/strong>, and<\/li>\n\n\n\n<li>establish a&nbsp;<strong>collaboration platform<\/strong>&nbsp;between the Armed Forces, employer organizations and SME representatives.<\/li>\n<\/ul>\n\n\n\n<p>We are convinced that a strong total defense requires a robust and competitive business sector, where small and medium-sized companies are given the opportunity to contribute in the long term.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Closing comment<\/strong><\/h3>\n\n\n\n<p>Sweden&#039;s defense capability and the resilience of the business sector are interdependent.
